Making homes warmer and more energy efficient with Severn Wye

We’ve partnered with local sustainability charity Severn Wye Energy Agency to make more than 200 of our tenants’ homes more energy efficient this year. Planned upgrades, including the installation of solar panels, heat pumps and improvements to insulation, will make tenant’s home warmer in winter and help tackle fuel poverty.

We have agreed a four-year contract for Severn Wye to deliver retrofit assessments, design work and quality checks as part of our warmer homes programme. Severn Wye will also provide advice to tenants to help them make the most of the new systems in their home.

Allison Cawley, Director of Energy Services at Severn Wye, said: “Too many people are struggling with the cost of keeping their homes warm. Energy efficiency improvements can make a real difference, helping people to stay warm and well at home while reducing their energy use. As well as saving money on household energy bills, there are significant carbon savings which make a positive impact on climate change.

“We’re pleased to be working alongside Two Rivers Housing to ensure that each home receives the right improvements tailored for that property, so we can deliver lasting benefits for tenants.”

The project will be partially funded by the government’s Warm Homes: Social Housing Fund. As part of a local consortium, which includes Stroud District Council, Cheltenham Borough Homes and Gloucester City Homes, we received a £4.56m grant from Wave 3 of the fund in 2025. We have now secured a further £650,000 to support the project.

We have completed energy improvement work in more than 600 homes since 2021 and have a target to make sure all our homes have a minimum EPC rating of C or above by 2030.
