Hayley Selway to step down as chief executive and take on new consultancy role

Our chief executive, Hayley Selway will be stepping down in June 2026 to take on a major consultancy role that will support the wider housing sector.

While Hayley is leaving us sooner than we would have hoped, she leaves us in a very strong position. We have a clear sense of direction and a strong commitment from the board to ensure that tenants remain at the heart of our services and the decisions we make.

The rest of our executive team including deputy chief executive Carol Dover, executive director of homes Jonny Jones, and executive director of people and neighbourhoods Liz Evans, will all remain in post and continue to build on the work we have started under Hayley’s leadership.

They will work with the wider team to ensure that we continue to support our tenants and move forward with our ambitious plans to improve our services, invest in our tenants’ homes and support the communities that we serve.

Hayley will remain in post until June and continue lead the organisation until then. This will make sure that things continue to run smoothly and that we are in the best possible place when our new chief executive is appointed.

We will start the search for our new chief executive at the end of January, and a tenant panel will be set up to help us make the right decision

We spoke to Hayley about her decision to step down as chief executive, she told us:

This was a very difficult decision to make and I’m going to miss working for our tenants with colleagues and partners – but I know I’ll be leaving the organisation in safe hands and in a great position for the future.

“In my time at Two Rivers, I have worked really hard to improve services and ensure that tenants’ homes are of the high quality they deserve. I know there are times that we don’t get things right, but I am confident we are on the right track.

“I’ve also tried to ensure that our tenant’s voices are heard at all levels of the organisation including the board and I know that the colleagues that I will be leaving will continue to be relentless in making sure that tenants are at the heart of everything we do.”

Hayley also spoke with our Tenants’ Voice Group* yesterday afternoon and let them know about her decision to step down as chief executive.

Phil Robinson, tenant and chair of tenants’ voice wished Hayley good luck and thanked her on behalf of the group:

“The vision that Hayley has set for Two Rivers Housing has been one of the most important changes in the last couple of years. She has given tenants a place and the tools to have their voices heard and the opportunity to shape policies and services with the team, which is so important.

“I’ve learned a lot from her and the wider team and that’s really helped me in my role as chair of the Tenants’ Voice Group and I’m looking forward to continuing to work with the team on behalf of Two Rivers Housing’s tenants.

“We can all see that she really cares and it’s really sad to see her go, but I can see this is an amazing opportunity for her and I wish her well in her new role.”

Tenants will be working with a specialist recruitment agency to help us find the right person who can build on what we’ve already achieved and who shares our vision and values.

Ted Pearce, our chair joined Hayley at Rivers Meet on Tuesday, where Hayley let the team know about her decision to leave. Speaking about Hayley he said:

“Hayley leaves a lasting legacy at Two Rivers Housing. Working with the wider leadership team, she has made a positive impact for our tenants, the team and the business and we want to thank her for everything she has done.

“We will now start the search for our next chief executive and will take our time find the right person to build on what Hayley and the team have achieved.”
