Assets, Investments and Development Committee

Our Assets, Investments and Development Committee is led by our Executive Director of Homes.

It is chaired by David Greenhalgh who is a member of our Group Board and has many years’ experience in managing and developing homes.

This committee looks at our development plans and regeneration projects. It also oversees investment in our homes including our warmer homes projects, planned maintenance and our repairs service.

David Greenhalgh
Chair

David has more than 40 years’ experience in the housing sector. He has held senior positions in property management at Magna Housing Association, LiveWest and Knightstone Housing. In his words, he has a ‘passion for maintenance’ and believes that it is the most important service we provide to tenants. He was also a board member at GreenSquareAccord, where he chaired the Homes and Customer Experience Committee

David is a keen rugby fan and has a season ticket at Bath Rugby (but we won’t hold that against him!) and in his spare time can be found cycling the lanes in Wiltshire, volunteering in the community village shop or looking after the finances of his local church.

He was appointed as Chair of our Asset, Investment and Development Committee in April 2025.

Memory Lamb
Independent Committee Member

Memory is a Chartered Quantity Surveyor with over 20 years’ experience in the construction industry. She has worked within different sectors including housing, aviation, nuclear and civil engineering.

She is passionate about eradicating homelessness and providing warm, safe homes and joined our Asset Development Committee in January 2025.
Memory is a Member of the Royal Institute of Chartered Surveyors (RICS), Chartered Institute of Arbitrators (MCIArb) and Associate of Project Managers (MAPM).


Richard Chappell

Richard joined the Group Board in February 2025. He is an experienced CEO within the Facilities Management industry, with a proven track record of successfully transforming and growing businesses in the highly competitive market of Business Support Services.

Richard has worked for a large corporate AIM listed group, where he was responsible for running their support services business and, most recently, Richard spent three years owning, running and growing a London centric cleaning business with a £7 million turnover, which he sold to the minority shareholders in May 2020. He now runs his own consultancy business. He previously served on the Board of our facilities management company Centigen FM for four years before it was closed in April 2025.

Jonathan Higgs

Jonathan has a wealth of experience in the social housing sector including and was Chief Executive at Oxford Citizens Housing Association, and Managing Director Home South at Home Group.

In his current role as Chief Executive of Raven Housing Trust, he leads a team of 300 in the delivery of excellent service to more than 6,000 households in Surrey and Sussex and oversees the delivery of 100 new affordable homes every year. Jonathan is also a Director of PlaceShapers, a membership organisation of over 100 community based social housing landlords and is also Chair of Advance Housing and Support UK.
